居留證申請事宜 Application for Alien Resident Certificate (ARC)

RESIDENT VISAS FOR FOREIGN DEGREE-SEEKING STUDENTS

【注意事項 Important Notes】

• 欲來攻讀學位的學生，可於出發前向中華民國駐外館處申請居留簽證；若無法取得居留簽證，可先申請觀光簽證（亦稱停留簽證），並於入境後8個工作天內備齊下列申請文件至中華民國「外交部領事事務局」申請辦理居留簽證。
  Students coming to Taiwan to pursue a degree may apply for a Resident Visa at an ROC (Taiwan) overseas mission before departure. If you are unable to obtain a Resident Visa, you may apply for a Visitor Visa (also called a Stay Visa) instead, and within 8 working days after entering Taiwan, prepare the required documents listed below and apply for a Resident Visa at the Bureau of Consular Affairs (BOCA), Ministry of Foreign Affairs.
• 持居留簽證入境之學生，須在抵台15天內至「內政部移民署」申辦外僑居留證。辦理外僑居留證前需先完成入學報到手續，以取得學生證或在學證明。
  Students entering Taiwan with a Resident Visa must apply for an Alien Resident Certificate (ARC) at the National Immigration Agency (NIA) within 15 days of arrival. Before applying for the ARC, you must first complete school registration procedures to obtain your student ID card or enrollment certificate.

【申請文件 Required Documents】

1. 中華民國簽證申請表 R.O.C. Visa Application Forms（線上填寫 completed online）
2. 六個月有效期之護照正本，並須影印含照片在內之護照基本資料頁。
   Original passport valid for at least six months, plus a photocopy of the passport information page (with photo).
3. 簽證申請表一份並黏貼2吋彩色照兩張。
   One completed visa application form with two attached 2-inch color photos.
4. 學校入學許可正本。
   Original copy of the university admission letter.
5. 健康檢查合格證明正本及影本。
   Original and photocopy of a valid health check certificate.
6. 入學許可/通知或在學暨註冊證明、成績單正本及影本。
   Admission letter/notification OR enrollment & registration certificate, and transcripts (original and copy).
7. 最高學歷證件（含畢業證書及成績單）正本及影本。
   Original and photocopy of the highest academic credential (including diploma and transcripts)
8. 財力證明正本及影本。
   Original and photocopy of financial proof
9. 其他視個案要求提供之文件。
   Other documents as required for individual cases

◎ 外僑居留證申請 ARC APPLICATION FOR OVERSEAS CHINESE STUDENTS

【申請方式 Application Methods】

學生自行線上申請 Students applying online by themselves：

由本校國際事務組代為線上申請，應備文件如下：
Application submitted online by the university, required documents:

1. 申請表1份

2. 彩色照片電子檔（.jpg檔）
   Digital color photo (.jpg)
3. 護照掃描檔（護照效期須有6個月以上）
   Passport scan (valid for more than six months)
4. 居留簽證掃描檔（.jpg檔）
   Resident Visa scan (.jpg)
5. 學生證（須加蓋註冊章）或在學證明書（向本校教務組申請，承辦人：洪珮菁、分機5316）
   Student ID card (with registration stamp) OR enrollment certificate (Apply at the Office of Academic Affairs, Contact: Ms. Hung, Pei-Ching / Ext. 5316)
6. 住宿證明（國際事務組提供，承辦人：呂幼如、分機5304）
   Proof of accommodation (provided by International Affairs Division, Contact: Ms. Lü, You-Ru / Ext. 5304)
7. 費用 NTD:1,000（一年效期，簽證費1,000元）
   Fee: NT$1,000 (one-year validity; ARC processing fee NT$1,000)

◎ 外籍生居留證申請延期、遺失補發
ARC EXTENSION, REPLACEMENT FOR LOST, AND RELATED APPLICATIONS

預計10工作天 Processing time: approximately 10 working days
（憑繳款收據領取外僑居留證 ARC collected with payment receipt）

【申請文件 Required Documents】

1. 申請表1份
   One application form
2. 兩吋彩色照片1張
   One recent 2-inch color photo
3. 護照正本及入國簽證頁各1份（護照效期須有6個月以上且有空白頁，並須影印含照片在內之護照基本資料頁）
   Original passport and photocopy of the visa page (Passport must be valid for at least six months with blank pages. A photocopy of the passport information page (with photo) is required.)
4. 居留簽證正、影本各一份
   Original and photocopy of the Resident Visa
5. 學生證（須加蓋註冊章）或在學證明書（正、影本各一份，向本校教務組申請，承辦人：洪珮菁、分機5211）
   Student ID card (with registration stamp) OR enrollment certificate (original and copy) (Apply at the Office of Academic Affairs, Contact: Ms. Hung, Pei-Ching / Ext. 5211)
6. 辦理遺失補發者，須檢附遺失聲明書或報案證明
   For replacement of lost ARC: a loss declaration or police report is required
7. 委託書：除申請人親自送件外，委託他人代為送件者，應附委託書；人在國外地區、香港或澳門者，委託書應經我國駐外館處之驗證。
   Authorization letter: required if someone submits the application on behalf of the student. Applicants abroad (including Hong Kong or Macau) must have the authorization letter authenticated by an ROC overseas mission.

費用 Fee：新臺幣NT$1,000（一年效期 one-year validity）

◎ 相關注意事項 ADDITIONAL IMPORTANT NOTES

1. 持居留簽證查驗入國之外國人，應於入國後15日內，申請外僑居留證。
   Foreign nationals entering Taiwan with a Resident Visa must apply for an ARC within 15 days of arrival.
2. 外國人有繼續居留之必要時，應於居留期限屆滿前30日內申請延期居留。
   To continue staying in Taiwan, ARC extensions must be submitted within 30 days before the expiration date.
3. 外國人於居留期間，變更居留住址或服務處所時，應於事實發生15日內辦理變更登記。
   If you change your residence address or workplace during the ARC validity period, you must apply for an update within 15 days of the change.
4. 以本法第23條第2項申請居留原因變更者，得自居留效期屆滿前30日內提出申請。
   Applications for changes in the purpose of residency under Article 23, Paragraph 2, must be submitted within 30 days before ARC expiration.
5. 文件於國外製作者，須附中文譯本，並經我國駐外館處之驗證，如果當地我國館處僅驗該文件，未驗證中文譯本，則須將中文譯本經我國法院（或公證人）公證。
   Documents issued abroad must include a Chinese translation and be authenticated by an ROC overseas mission. If the mission verifies only the original document but not the translation, the Chinese translation must be notarized by a Taiwan court or notary public.
6. 居住臺灣地區設有戶籍國民，持外國護照入國者，申請居留或居留延期，應先至戶政事務所辦理戶籍遷出登記。
   ROC nationals with household registration in Taiwan who enter with a foreign passport must first complete household deregistration at a household registration office before applying for ARC or ARC extension.
7. 申請人於原居留期限屆滿前，無法辦理居留事由變更重新取得外僑居留證者，請依限離境。
   If the applicant cannot complete residency-purpose change procedures before the ARC expires, they must leave Taiwan as required.
8. 依本法第23條第2項規定申請居留事由變更，僅限第一項各款情形（如依親、應聘、投資等），欲變更為其他居留事由（如就學、傳教等）者，仍應先洽外交部領事事務局辦理相關事宜，俟取得相關居留簽證後，再重新申請外僑居留證。
   Residency-purpose changes under Article 23, Paragraph 2, apply only to specified circumstances (e.g., family reunion, employment, investment). For changes to other residency purposes (e.g., study, religious work), applicants must first contact BOCA for visa-related procedures and, after obtaining a new Resident Visa, reapply for an ARC.
