海外僑生來臺升學應依「入出國及移民法」及「臺灣地區無戶籍國民申請入國居留定居許可辦法」、「外國人停留居留及永久居留辦法」等相關法規辦理在臺居留。
Overseas Chinese students coming to Taiwan for further studies must apply for residency in Taiwan in accordance with the “Immigration Act“, the “Regulations Governing Visiting, Residency, and Permanent Residency of Nationals without Household Registration in Taiwan“, and the “Regulations Governing Visiting, Residency, and Permanent Residency of Aliens“, as well as other relevant laws and regulations.
【入出境證換領居留證Exchange of Exit & Entry Permit for Alien Resident Certificate】
申請文件 Required Application Documents：
- 中華民國臺灣地區入境居留/定居申請書一份，並貼正面彩色脫帽照片一張（同國民身分證照片規格）。
Application Form for Entry, Residence, and Registered Permanent Residence in the Taiwan Area of the Republic of China with a color, uncovered head photo (following the same specifications as a national ID photo). - 香港或澳門永久居民身分證明文件（身分證及護照）正本、影本，正本驗畢歸還。
Original and photocopy of the Hong Kong or Macao Permanent Resident Identity Document (ID card and passport). The original will be returned after verification. - 最近五年內香港或澳門警察紀錄證明書（三個月內有效，即良民證-在來台前要先去香港的警局申請，然後香港警局會等台灣移民署通知後，直接寄到移民署）。
Hong Kong or Macao Police Criminal Record Certificate issued within the last five years (valid for three months). This must be obtained before arriving in Taiwan. The Hong Kong Police Force will mail it directly to Taiwan’s National Immigration Agency upon notification. - 健康檢查合格證明（依中央衛生主管機關訂定之居留或定居健康檢查項目表（乙表）辦理，並須是要在衛福部指定的醫院體檢，三個月內有效）。Health Examination Certificate meeting the requirements of the “Category B Items for Residence/Settlement Health Examination,” issued by a hospital designated by the Ministry of Health and Welfare (valid for three months).
衛福部指定醫院（點這裡）Designated hospitals (click here) - 委託書：委託他人代理申請者，應附委託書，並於代申請人簽章處，親筆簽名或蓋章。
Power of Attorney: Required if applying through a representative. The applicant must personally sign or stamp the authorization letter. - 已入境停留期間申請者，加附入出境許可證（申請時須繳回正本）。
For applicants already in Taiwan on a visitor stay: Include the Entry Permit (the original must be submitted and will be collected). - 本校寄發之入學通知書（驗正本、收影本）。
Letter of Admission issued by the university (original for verification; photocopy retained). - 在學證明（收正本）-向教務組申請。
Certificate of Enrollment (original) — apply through the Registrar’s Section. - 海外聯合招生委員會核發之分發通知書（驗正本、收影本）。
Assignment Letter issued by the University Entrance Committee For Overseas Compatriot Students (original verified; photocopy retained). - 香港或澳門居民身分確認書。
Hong Kong/Macao Resident Status Verification Document.
簽證費：新臺幣2,600元。
Visa fee: NT$2,600.

Scanned copies (.jpg) of the front and back of the Taiwan Area Resident Certificate or Taiwan Area Entry/Exit Permit. - 在學證明掃描.jpg檔（向教務組申請，承辦人：洪珮菁 / 分機5211）。
Scanned Enrollment Certificate (.jpg) (apply at the Office of Academic Affairs; contact: Ms. Hung Pei-Ching / Ext. 5211). - 委託書

申辦費用：新臺幣315元（含簽證費300元、線上繳費轉帳手續費15元）

二、臨櫃辦理 In-person Application（親至內政部移民署各地服務站 Submit in person at any local service center of the National Immigration Agency (NIA), Ministry of the Interior）

One Letter of Authorization: Required if the application is submitted by an authorized representative. The applicant must personally sign or affix a seal in the designated field. (Not required for personal applications.)
